The development of industries related to diving and remotely operated
vehicle (ROV) activities has led to the publication of numerous
guidelines and standards by trade organizations, governments, and
international bodies. While these documents have undoubtedly fostered
significant advancements, they often give rise to a monocultural
behavior, resulting in a concerning lack of knowledge among many
personnel implementing them. This arises primarily because the
scientific and technical references underpinning these standards are
generally not mentioned in these documents, leading to their ignorance
and the tendency to apply guidance without questioning its origin and
whether it is based on genuine scientific or engineering principles, or
merely on beliefs or political motivations. An example of this issue is
highlighted in the study "Review of Saturation Decompression
Procedures Used in Commercial Diving" by Jean-Pierre Imbert,
Lyubisa Matity, Jean-Yves Massimelli and Philip Bryson, that reveales
that only five out of eleven companies surveyed had taken the initiative
to compile essential documents termed "Justifications" or
"Provenance," which are crucial in tracing and clarifying the evolution
of their diving procedures.
Applying standards and guidelines without knowing and understanding
their foundational rationale and the scientific and technical literature
behind them is unwise and dangerous. Such ignorance opens the door
to misguided beliefs and misinterpretations of physiological and
technical phenomena, leading to inappropriate behaviors and
operational responses. Moreover, a legal aspect highlighted in "Legal
Aspects of Decompression Table Validation", published in 1987 by the
American lawyer specialized in maritime and insurance law, James R.
Sutterfield (1942 - 2018), underscores the crucial point that adhering
to a governmental standard does not absolve an employer of
responsibility. Since this document's release, judicial attitudes
regarding this point have not changed. Therefore, employers have the
moral and professional obligation to ensure they know and understand
the reasons behind the standards and procedures they implement to
their employees and customers.
This website offers a database of documents pertinent to underwater
operations that can be downloaded at no cost, aiming to simplify
readers' research on documentation while also highlighting the
documents' authors and publishers, without whom scientific and
technical disciplines could not progress. However, despite being quite
extensive, this database is far from representing all published
documents, and it may be necessary to undertake research through
